SPECIAL JOINT MEETING, BOARD OF FINANCE & BOARD OF EDUCATION
May 12, 2015

A SPECIAL JOINT MEETING of the Board of Finance and the Board of Education was held in the City Hall Auditorium on Tuesday, May 12, 2015.
Present were Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, and Board of Finance members Frank Rubino, Joshua Ferreira, Bill Lamoin, Mark Bushka, Thomas Scoville and Laurene Pesce, along with Board of Education members Kenneth Traub, Ellen Hoehne, Fiona Cappabianca, Jim Lamoin, Jessica Richardson, Jeremy Hinman and Daniel Thibault.  Also present were Comptroller Alice Proulx, Deputy Comptroller Gina Casper, Superintendent of Schools Cheryl Kloczko, and Director of Business Services Hugh Potter.  Absent members of the Board of Education included John Kissko, William Knight and Andrew Nargi, Jr.

Mayor Carbone called the meeting to order at 6:02 p.m.

TORRINGTON PUBLIC SCHOOLS BUDGET FY2015-2016
The Board of Education provided the Board of Finance with the information they had requested including a spreadsheet of outplacements, tuition and transportation costs for special education; the student services’ program enrollment numbers with disaggregated spending per pupil; a confirmation of budget line items for health insurance, early retirement and retirement contribution for custodial staff; a list of possible reductions in a prioritized list; a corrected revenue sheet; a list of site enrollment and class sizes dating back to 2009; an analysis of Medicaid Transfers and Revenue and a list of the seven additional certified staff positions in the budget.

Mayor Carbone and the Board of Finance discussed dates for a final budget decision.  Mr. Scoville offered his opinion that both budgets are too high and need to be cut.  He pointed out that the State revenue picture will affect what cuts will need to be made and said the Board needs to delay this decision as much as possible to reduce the total increase.  Mrs. Pesce recommended that the Board of Education meet to prioritize cuts.  Mr. Ferreira suggested the mill rate be set by June 1st.

ADJOURNMENT
On a motion by Mr. Scoville, seconded by Mr. Ferreira, the Board voted unanimously to adjourn at 7:16 p.m.
